BBKTA Land Use Management Scheme

South African municipalities are predominantly fragmented in terms of land use management policy. To address this fragmentation, the Spatial Planning & Land Use Management Act (SPLUMA) calls for the development of wall-to-wall Municipal Land Use Schemes (LUS). The challenge extends to the effective inclusion of rural and tribal communities into the LUS, where the availability of accurate and reliable spatial data is often times very low. Compounding the challenge even further are the practical realities of the need to adapt zoning categories and associated clauses/controls to fit with traditional systems of land use management.

The BBKTA Land Use Scheme is South Africa’s first Scheme initiated by a Tribal Authority. With the assistance of the National Research Foundation (NRF), SATPLAN ALPHA together with a team of land use policy and social facilitation experts, have developed the BBKTA Land Use Scheme with a focus on accommodating indigenous knowledge systems and customary demarcations.
